The organization

The Fédération de l’habitation coopérative du Québec (FHCQ) is the voice of the cooperative housing movement in Quebec. With 480 cooperatives and more than 13,000 units, it advocates for a model that provides dignified housing for households through democratic governance. With a presence in 10 administrative regions, the FHCQ offers training, bookkeeping, support, and political advocacy services. It relies on inter-cooperation, democracy, equality, and solidarity to transform the housing sector and promote collective prosperity.

The role

Under the authority of the Board of Directors, the Executive Director manages the Federation’s affairs, implements its strategic directions, and represents the organization to members, governments, and partners. He or she acts as a link between the Federation’s democratic processes, the staff, and political action, while ensuring that the services provided to member cooperatives meet their needs in a timely manner.

The Executive Director leads the digital transformation, modernizes internal processes, and strengthens the organizational structure—in particular by clarifying roles and enhancing delegation. He or she manages an experienced executive team, consisting of a Deputy Executive Director (Operations, Training, and Governance), a Director of Communications, and a Financial Controller, while supervising approximately 40 unionized employees. The position reports to the Chair of the Board of Directors.

Finally, the Executive Director serves as a credible and accessible voice for members, works transparently with the Political Action Committee on policy matters, and ensures team stability while maintaining key relationships with external stakeholders.

The right fit
  • A bachelor’s degree in business administration, law, political science, social sciences, or a related field; an equivalent combination of education and experience is considered;

  • Demonstrated experience in digital transformation (implementation of a CRM, knowledge base, technical service tools, or ERP system);
  • Experience in government relations, public advocacy, and managing sensitive political issues, with an established network of influence;
  • Experience working with a volunteer board of directors and managing labor relations in a unionized environment;
  • Experience in the nonprofit sector, social economy, housing, or cooperative sector (a strong asset);
