Bibliothèque et Archives Nationales du Québec (BANQ)
Drawing on the expertise of its staff and the richness of its collections, Bibliothèque et Archives nationales du Québec (BAnQ) provides democratic access to culture and knowledge.
As a memory and knowledge institution, BAnQ acquires, processes, preserves and showcases Québec’s documentary heritage, as well as an extensive collection of documents across all fields. It delivers large-scale public library services to the entire population of Québec. It also plays an advisory role in information management for the archival community, government ministries and public bodies, while offering specialized services and support to libraries, publishers, researchers and the education sector.
The Archives Act governs the management of public and private archives in Québec and grants BAnQ a dual mission, both heritage and administrative: to ensure the preservation and dissemination of archival records of heritage value and to support the integrated management of government records and those of public bodies covered by the Act. To fulfill this mission, BAnQ relies on its Advisory Services and National Archives Division (DGECAN), whose teams operate in 10 archival centres located in Québec City, Montréal, Gaspé, Gatineau, Rimouski, Rouyn-Noranda, Saguenay, Sept-Îles, Sherbrooke and Trois-Rivières.
DGECAN is also responsible for coordinating BAnQ’s advisory services offering to organizations across the institution.
Reporting to the President and Chief Executive Officer, the incumbent oversees the activities of DGECAN, provides clear direction to teams and safeguards the institution’s reputation through optimal, sound and inclusive management. The individual ensures the delivery of BAnQ’s core archival functions: acquiring, processing, preserving and providing access to public and private archives.
In this capacity, the incumbent collaborates closely with various stakeholders in implementing this mission, including government ministries and public bodies, private archival services and professional associations. They ensure the continuous evolution of DGECAN’s practices and service offerings in alignment with the institution’s strategic priorities.
The incumbent is responsible for defining and harmonizing BAnQ’s advisory service offering to organizations, including libraries, documentation centres, archival services, ministries, public bodies and municipalities. They ensure that BAnQ makes its institutional expertise available to Québec organizations and support other divisions in defining and deploying their advisory roles.
The incumbent acts as a strategic partner to senior leadership, sits on the executive committee and, when required, participates in Board of Directors meetings. They are also accountable to the Office of the President and CEO.
DGECAN is composed of a Director General, three directors, professional staff and support staff. The incumbent remains actively engaged in DGECAN’s activities and implements the necessary mechanisms to fully understand the realities, challenges and strengths of their teams. Master’s degree in History, Library Science or Information Science; additional graduate education in a related discipline is considered an asset
Certificate or relevant training in Archival Studies
More than 15 years of relevant experience, including at least 10 years in management roles, ideally at a senior executive level
Proven track record of managing major, transformative projects simultaneously, within deadlines and budgets, such as data digitization initiatives or the implementation of technological or integrated records management systems
Demonstrated ability to mobilize multiple stakeholders within a rapidly evolving and politically sensitive ecosystem
In-depth knowledge of archival issues, standards, trends and challenges at both national and international levels
Experience managing teams, including both unionized and non-unionized staff, as well as managers
Strong background in strategic communications and public representation with diverse stakeholders, expert committees, policymakers and/or industry partners
Solid understanding of governance principles within a public sector or Crown corporation context.
